Though recent policies in China are leading to an apparent crackdown against VPNs, the country has pushed back against the recent claim that all VPNs will be blocked. Bloomberg recently reported all VPNs would be blocked next year, but The Paper, a state-run site, says that's not the case.
According to Chinese authorities, they're only blocking "unauthorized" software. As long as a VPN is "authorized" by China's Ministry of Industry and Information Technology, its availability and functionality won't be hindered.
Given China's restrictive policies, it's not clear exactly how many VPNs will be allowed or what the requirements for "authorization" are.
