Republicans Supportive Of Straight-To-Voicemail For Robocalls

Republicans in the US want robocallers to be able to fill up people's voicemail. The Republican National Committee (RNC) has written to the FCC in support of a straight-to-voicemail plan. If such a plan were implemented, spam calls that don't trigger a ring could take over your inbox.
The plan is based around Ringless Voicemail, a technology that enables a caller to leave voicemails without actually calling a phone.

As per the Telephone Consumer Protection Act of 1991 (TCPA), autodialer calls are regulated in the evening and early morning. It also forces compliance for Do Not Call requests.

However, marketers don't believe the TCPA covers straight-to-voicemail technology since no call is technically being placed. The RNC agrees and is therefore fine with spam filling up people's voicemail.

The FCC will have to evaluate the TCPA and see if it can be applied to voicemails. Consumer groups argue the TCPA can be applied to voicemails since they're akin to texts, which are covered by the existing legislation. of 1991 (TCPA), autodialer calls are regulated in the evening and early morning.
