Google Will Put More Effort Into Dealing With Poor Performance Android Apps

Google is going to dedicate more resources towards looking for poorly performing Android apps and encouraging developers to make improvements. At Google I/O, it confirmed it'd look at things like crash rates, slow rendering, frozen frames, and excessive wake-ups.
Those metrics tell Google how well an app is performing and developers can see their "Android vitals" to know if changes need to be made.
When apps aren't performing well, Google will limit their visibility, giving developers an incentive to release updates.
Google is focused on apps that fall in the bottom 25% of performers.
This gives the company a way to partly moderate the Play Store in order to improve the Android user experience. Google exerts far less control over its store than Apple does with the App Store, so certain levels of moderation can be helpful.
