Netflix's app on Android now comes with support for HDR video streaming, although the feature currently just works on the LG G6. Since the app uses the Dolby Vision spec for mobile HDR video, the feature is immediately limited to the G6, which is the only phone offering that spec.
When other phones come out with Dolby Vision HDR, they'll also get HDR streaming from Netflix.
This means certain devices, like the Galaxy series, may not get the ability in the near future. Samsung's Galaxy S8 has an HDR display, yet it's using a different standard known as Mobile HDR Premium.
Alternatively, Netflix could expand its mobile HDR standard support.
