To prevent advertisements from showing up on problematic and barely viewed videos, YouTube is removing ads from all channels with under 10,000 views. That view requirement applies to an entire channel, so it's not very difficult to reach.
YouTube says it's implementing this policy change to prevent channels from making money on stolen content.
Starting today, we will no longer serve ads on YPP videos until the channel reaches 10k lifetime views. This new threshold gives us enough information to determine the validity of a channel. It also allows us to confirm if a channel is following our community guidelines and advertiser policies. By keeping the threshold to 10k views, we also ensure that there will be minimal impact on our aspiring creators.- YouTube
A review process is also being added to the YouTube Partnership Program so that creators are reviewed by the site upon reaching 10k views.
