YouTube is updating its content discovery mechanisms to feature newer creators on a weekly basis. Videos from "On the Rise" channels will be highlighted on the Trending Tab in the US. Two regular creators and two musicians will be shown in that section each week.
There are multiple factors that go into picking the channels. A channel must have at least 1,000 subscribers, but that alone won't qualify someone.
Because YouTube won't want to feature everyone who just happens to be rising in popularity, it'll carefully check to make sure it's highlighting appropriate channels.
